Felix Kiptarus Koskei stands among the influential figures in Kenya’s public administration, serving as Chief of Staff and Head of the Public Service.
Born on 6 June 1964 in Tinderet, Nandi County, his early life was rooted in a rural setting shaped by hard work and community values. His academic journey includes degrees from the University of Nairobi, including a Bachelor of Science, an MBA in Strategic Management and, in 2025, a Master of Science in Zoology (Agricultural Entomology).
His professional path moved from telecommunications into procurement, infrastructure and national leadership — a progression defined by versatility, coordination and service.

He joined the Kenya Civil Aviation Authority as Procurement Manager, developing expertise in supply chain management.

He moved to the Kenya National Highways Authority and rose to General Manager in charge of Supply Chain and Support Services.
2013–2015
Cabinet Secretary for Agriculture, Livestock and Fisheries
Appointed by President Uhuru Kenyatta, gaining experience in governance and public administration at Cabinet level.
2022–present
Chief of Staff & Head of the Public Service
Appointed by President William Ruto, succeeding Joseph Kinyua. In this role he has been associated with coordination, problem-solving, reform implementation and performance accountability.
